Her departures concentrate in a category most members rarely break on. A large share are joint resolutions — the instrument Congress uses to disapprove executive rules and to constrain executive action — where she has repeatedly voted yes as her party voted no, and no as her party voted yes. She also supported amendments on a budget resolution and a spending bill that the Republican majority rejected, and voted to advance a measure her conference declined to take up.

Breaking on resolutions rather than on final passage of bills is a distinct pattern. It puts her disagreements on questions of executive power and regulatory review rather than on the party's legislative programme.
