Refusing to let debate close

His departures are dominated by cloture. On one measure he voted against ending debate, against the substitute amendment his party accepted, against a second cloture motion on that amendment, and finally against passage — a full sequence of objections on a single bill. He repeated the pattern on other vehicles, and on a budget resolution he backed a colleague's amendment the majority rejected.
