Fought at every stage

Most of those departures belong to one surveillance reauthorisation. She voted against the motion to proceed to it, then for three separate amendments to it — two offered by Republicans, one by a Democrat, all rejected — and finally against the bill itself. Objecting at the point of taking a measure up, trying three times to change it, and voting no at the end is not a stray vote. It is a sustained argument carried through the whole procedure.
