Voting to advance what his party was blocking
The clearest example runs through a single appropriations measure. He voted to invoke cloture on it, for an amendment offered by a Republican senator, for cloture on that amendment, and for the bill itself — supporting the Republican position at every stage while most Democrats opposed. He took the same side on another bill and on a joint resolution.
