A bill about who the Capitol honours
One filing stands out from the rest of his record. It would replace the bust of Roger Brooke Taney — author of the Dred Scott decision — in the Old Supreme Court Chamber with one of Thurgood Marshall, and remove from public areas of the Capitol every statue of a person who voluntarily served the Confederacy.
Legislation of that kind changes no programme and spends no money. It is an argument about what the building says, filed by a member who has worked in it for four decades.

Where he broke ranks
His departures run both ways. He voted to pass a bail reporting requirement, a fuel retailing bill, a servicemembers' religious heritage measure, an energy bill and the consolidated appropriations act — all against most of his caucus. He opposed a daylight saving measure and a war powers resolution it supported, and declined two amendments.
Supporting the omnibus is the notable one. An appropriator with a subcommittee gavel voting to fund the government, against a caucus withholding those votes, is a member choosing the institution over the leverage.
