Voting analysis

One of Mike Kelly's bills would allow charitable deductions for donations made in digital assets. Giving away an appreciated token raises the same questions as giving away appreciated stock — what it was worth, when, and who says so — except that the valuation infrastructure charities rely on was not built for it. A tax provision is how that gets settled.

The tax gavel

He chairs the tax subcommittee at Ways and Means, and taxation dominates his classified subjects with health well behind. The Californian who leads that panel's minority also has a page on this site. Another of his filings would exempt qualified religious institutions from the excise tax on investment income — a narrow carve-out with a clear constituency.

Sponsored bills carry the Congressional Research Service's own subject classification. Mike Kelly's cluster into: Taxation (25), Health (14), Crime and Law Enforcement (2), Public Lands and Natural Resources (2), Armed Forces and National Security (1), Energy (1).

The remaining bills cover shipbuilding investment and workforce, concurrent care for comfort, and protection of congressional records.

Three departures

Three amendment votes, all of them failed, two of them attached to the same spending measure. He was a no against a conference yes in every case, and no completed bill appears in the record at all.
