Voting analysis

Two of Maxine Waters's five filings are disapproval resolutions aimed at the consumer financial protection bureau — and both of them target the bureau's withdrawal of its own rules, one on data security for sensitive consumer information and one on how far federal credit reporting law displaces state law.

That is an unusual use of the instrument. The disapproval mechanism is normally a tool for killing regulations; another member elsewhere on this site uses it that way, against an energy efficiency standard. Here it is pointed at a deregulation instead, so the resolution would undo an undoing. It is the sort of manoeuvre that only makes sense to someone who has spent a very long time watching one agency.
