Voting analysis

One of James Baird's bills would train diplomats in technology. Tech diplomacy is a real and fairly new job — the work of negotiating standards, export rules and research access with other governments — and it needs people who understand both the equipment and the treaty. A bill creating training for it is an admission that the foreign service was not built for this.

Of all 44, 41 currently sit at Introduced.

A companion filing addresses interagency coordination in export controls, which is the same problem from the administrative side. International affairs accordingly lead his classified subjects, ahead of defence and science, despite his committee post sitting at Agriculture — he is vice chair of the conservation, research and biotechnology panel, whose chairman and ranking member both have pages here.

Sponsored bills carry the Congressional Research Service's own subject classification. James Baird's cluster into: International Affairs (10), Armed Forces and National Security (7), Science, Technology, Communications (6), Agriculture and Food (3), Energy (3), Environmental Protection (3).

The remaining bills cover a state standing committee, and two carrying acronyms — one of which points at biotechnology scale-up.

Three departures

All three are amendment votes, two of which carried. Nothing that reached final passage appears in his record at all, and three is a very low count for these pages.

Below the Indiana Republicans

He departs less often than the state's seven-member Republican House group does on average.

Among the 7 Republicans in the Indiana delegation, the average rate of voting against the party majority is 2.5%. James Baird is below that average at 1.5%.

Tenure and attendance

This is his fourth term, begun as the last decade ran out. He is absent from a good deal more roll calls than most members here.

First elected in 2019, now serving across 4 terms. James Baird falls in the mid cohort.
