War powers, and a wall of amendment votes

He was among the Republicans who voted to require the President to pull American forces out of hostilities with Iran, against his party's position — and he did not stop at voting. He has introduced his own measure directing the President to observe the War Powers Resolution's deadlines for that same operation, which places him on the record twice on the question of who commits the country to combat.

The rest of his departures are a dense sequence of amendment votes on the defense authorization and on the State Department spending bill, where he voted no against a party voting yes, over and over.
