Voting analysis
Two of Brad Sherman's bills attack the price of fuel from opposite directions. One would tax windfall profits arising from an oil crisis. The other would stop oil exports in order to hold domestic prices down. A tax on the profit and a restriction on the trade are different theories of where a price comes from, and filing both is either thoroughness or hedging.

A war powers refusal
He voted against a war powers resolution his caucus supported. Two other Democrats on this site did the same on the same resolution — a second one, not the measure that shows up as a crossing across many pages here. Three members declining it while their party backed it says more about that particular text than about any of them.
His other departures: an amendment vote, an organised retail crime bill and the consolidated appropriations act, both of which he opposed and the House passed.
