  Signed Wisconsin's bipartisan ~$111 billion biennial budget at 1:32 a.m. on July 3 to secure $1.5 billion in federal Medicaid funds for rural hospitals. Cuts taxes by $1.3 billion (including expanding the second-bracket income threshold from $29,370 to $50,480 for single filers and excluding up to $24,000/$48,000 of retirement income for filers 67+); eliminates sales tax on residential electric bills; boosts special-education reimbursement to 45%; invests in the University of Wisconsin system and child care.
